Uvjeti za sudjelovanje
Sposobnost obavljanja profesionalne djelatnosti:

— The certificate of registration with the business, court (commercial), professional, trades/crafts or other appropriate register or a certified statement or some other adequate certificate showing that the Tenderer is registered for the provision of activities related to the procurement subject,

— Issuer of proof: A commercial court, that is, an administrative or some other authority competent for keeping a crafts, professional or business or some other relevant register. The proof may not be more than six months old up to the date of sending of the notification to the Electronic Public Procurement Journal,

— In case of a Joint Tender, each member of the group is required to submit this proof of capacity separately,

— A document or a certificate by a competent authority keeping official records on the business entity or the person authorized to represent business entity of the non-existence of circumstances that would be contrary to the provision of Article 46, paragraph 1, item 1 of the Act, or, if such a document may not be obtained in the country of legal domicile of the business entity, a statement or certificate issued by a competent body keeping official records of such circumstances,

— The statement is given by the person authorized to represent the business entity on his behalf and, in case of a legal person, on behalf of the business entity, with a signature certified by a notary public or a competent authority,

— The above-mentioned proof may not be more than 30 days old up to the date of sending the Notification to the Electronic Public Procurement Journal,

— In case of a Joint Tender, each member of the group must submit the proof of non-existence of criminal record.

Ekonomska i financijska sposobnost:

— A certificate issued by the tax authority concerning the state of debt or an equivalent document issued by competent authorities in the legal domicile of the business entity proving that the Tenderer has fulfilled the obligation to pay all tax obligations and contributions for pension and health insurance,

— The above-mentioned proof many not be more than 30 days old up to the date of sending the notification into the Electronic Public Procurement Journal,

— In case of a Joint Tender, each member of the group must separately prove its financial capacity and the fact that they have paid all due tax obligations and contributions for pension and health insurance,

— Guarantee for the seriousness of the Tender – the Tenderer shall submit a guarantee in the amount of EUR 30,000.00 EUR or the equivalent amount converted into HRK in accordance with the median exchange rate of the Croatian National Bank on the date of publication of the public tender.

Tehnička i stručna sposobnost:

— The Tenderer must submit proof of satisfactory performance of at least 3 contracts in the past 3 years in the form of a list, accompanied by certificates of satisfactory performance of the contract issued by the other contracting party from the listed contracts,

— The certificate confirming satisfactory performance of contracts must contain the following data:

1. Name and seat of contracting parties

2. Subject of the contract

3. Value of the contract

4. Time and place of the performance of the contract

5. Statement that contracts where performed in a satisfactory manner

— Considering the peculiarities of fixed and mobile networks and the nature of universal services, as well as the fact that the Contracting Authority expects from the Tenderer to show continuity in cost modeling and European Union experience, the Tenderer must submit proof of satisfactory performance of contracts on the development of cost models which are the subject of procurement, including at least:

* One satisfactorily performed contract in EU Member States concerning the development…

… of a cost model on the basis of a bottom-up approach and the long run incremental costs methodology (hereinafter: LRIC methodology) for one or more services in the fixed network which are the subject of this invitation to tender;

A cost model on the basis of the bottom-up approach and the LRIC methodology for services in mobile network which are subject of this invitation to tender;

* One satisfactorily performed contract in EU Member States concerning the development of a cost model for the calculation of net costs of the provision of universal services.

— Document proving education and certificate of professional capacity of persons responsible for the provision of services,

— The Tenderer must submit a statement that it has at its disposal and that it will include in its team the consultants with the following experience:

1) the consultant acting as team leader must have:

* Experience as team leader in at least 1 completed cost model development project in EU Member States on the basis of the bottom-up approach and LRIC methodology for services in electronic communications which are the subject of this public procurement.

2) a consultant who is a team member must have:

* Experience as team member in at least 1 completed cost model development project in EU Member States based on the bottom-up approach and LRIC methodology for services in electronic communications in…

… fixed network and/or.

… mobile network and/or.

* Experience as team member in at least one completed cost model development project for the calculation of net costs for the provision of universal services in EU member States.

Izvršenje ugovora
Tražene depozite i jamstva:

Statement of the business entity that it will, within 15 days from the signature of the contract, deliver the guarantee for satisfactory performance of the contract amounting to 10 % of the contract value if selected as the best Tenderer.
